Do templates count as private sites or public

Templates from the Template Marketplace, whether free or paid, are automatically set to private and count towards your total private sites for your plan. 

Private Sites: No one can see them in your user profile.

Public Sites: Everyone can see them in your user profile

Published Sites: Regardless of public or private, anyone can see the site via your Webflow subdomain or custom domain
